I've been having this problem for a while and managed to find a fix. Hope this works for people too!

Start > Region and Language > Keyboards and Languages > Change keyboards > Make sure 'United Kingdom Extended' is DELETED. This is causing the issue. Use 'United Kingdom' only. Your options should look as the following: http://puu.sh/iha8O/8865351858.png

Red is what your computer says happened, blue is what the server said happened. the dots are never the same because there is some randomizaton in shots on server side to make rage hacking harder to do.

damage is only done by the blue dots however aim training and spray control you only care about where the red dots are because you cant control server randomness only what you do.
